1. Open the Start Menu and select the Settings icon.
2. Under Time & Language, select “Region & language” on the left side of the screen.
3. In the “Country or region” dropdown, select the language you wish to use as your Windows 10 default.
4. Select “Options” next to the language you have selected.
5. Under Download language pack, select the “Download and install language pack” link.
6. Once the download is finished, reboot your PC and the language in Windows 10 will be changed. The language for the entire operating system will be changed, including menus, settings, notifications, etc.
